A long-term visa gets a foreign national into Ukraine. It does not let them stay. The D visa is an entry instrument with a limited permitted period, and the document that converts a lawful arrival into lawful residence is the posvidka na tymchasove prozhyvannia — the temporary residence permit, issued by the State Migration Service in the form of a biometric ID card. Everything about it flows from one idea: residence is granted on a ground, and it lasts exactly as long as that ground does.
